Predevelopment Phase 1 Needs Assessment Evaluation – Approval to Proceed
- Identify need for the policy, Conduct an evaluation on the need, Policy Writer, Policy Project Team, and draft policy for review
- Policy Manager, Delegating Authority to Team Member
- Locate existing policies that will be impacted or that could be amended to address policy gap or changes
- Identify any legislative or regulatory requirements
- Research reasons for policy gap and identify good practice responses
- Initiate the Briefing Session and Approval to Proceed from the Client and Final Approval Responsible Officer
Development: Phase 2 Approval Process to Proceed
- Prior to Implementation establish a Policy Writer,
- Outline your Intent: Project Plan and Time frame
- Write the document using templates/work from previous document
- Draft the policy for review (refer Phase 6)
- Consider how to evaluate the effectiveness of the policy e.g. how will “success” or compliance be measured? (refer Phase 7)
Development: Phase 3 Writing a Draft
- Consult Client on draft document to assist with:
- principles, responsibilities, actions
- impact on systems
- risk and compliance/alignment with legislature
- alignment with other documents and processes
- equity, diversity, and inclusion lens
- implementation and training
Development: Phase 4 Policy Review
- Draft reviewed by Policy Manager for compliance with Policy Framework and any changes/recommendations reconfirmed by Approval Responsible Officer
- Briefing Note and draft policies sent to relevant ApprovalResponsible Officer for Review
Development: Phase 5 Policy Authorized and Adopted
- Policy published for final approval
- Policy Manager discuss new/ amended policy
- Policy Manager reports to Responsible Officer for Adoption
Maintenance: Phase 6 Training, Implementation and Communication
- Policy Manager provide training to Managers
- Responsible Officer prepares for implementation
- Responsible Officer enacts Implementation of Policy through Communication
- Depending on the technological capabilities, Policies may be uploaded in a central repository or made available in print
Maintenance: Phase 7 Maintenance – Policy Maintenance Review and Updates
· Enact the Evaluation and Review Strategy
